Low-income individuals may qualify to receive $500 to spend on diagnosing and repairing their cars. The repairs must be emissions-related and completed to help the car pass the smog test. Vehicles eight years and older must pass this test to be registered in the state. The testing must be completed at a STAR station, similar to Green Star Smog Check.

While $500 may cover most of the emission repair bills, there may be other problems with the vehicle that cause it to be undrivable. That’s why the state also enacted the Vehicle Retirement program. 

If you can’t afford to make the additional repairs on your car, the state may choose to purchase it from you for $1,000 or $1,500. This would not only get the polluter off the road, but it would help low-income individuals put funds toward a more efficient vehicle that would pass the smog test with ease.


Since this is a government-sponsored program, there is a lot of fine print. As this is an income-based program, you may be required to show proof that you qualify for the assistance. Also, the Vehicle Retirement program may or may not be fully funded, so even if you are eligible based on your income, the funds may or may not be there to pay for your car.

Vehicles also receive the gross polluter designation if they fall under the High Emitter Profile database. These vehicles have a higher probability of failing an inspection. 

If you own a gross polluter, you must have your initial inspection at a STAR check only station.

If you purchase a new vehicle outside of Calfornia, you need to have a smog test completed to have it registered in our state. This is because not all new cars are made to pass Calfornia’s stringent emission standards. If you choose to wait to have your smog test complete until after the coronavirus subsides, that is your decision. You won’t have to pay any late fees for not having the testing completed on time (if you pay your registration fees online). However, you will not receive your new registration sticker until the smog test is complete. This means that the sticker on your license plate will still be expired.

According to a news report, officials from the DMV are asking police officers to avoid giving tickets for expired registration until life returns to normal. Of course, the DMV does not have this official authority so that the request could be granted or ignored.

Just in case, you may want to pay for your car registration online, and then keep a proof of payment with your car. Explaining the situation to an understanding officer may prevent you from getting a ticket.
